Whether or not a person needs a visa to travel to Iceland depends on their nationality.

Iceland is a party to the Schengen Agreement, an arrangement between 25 countries based on the free movement of people within the zone. As well as Iceland, the Schengen Area includes: Finland, Sweden, Denmark, Norway, Germany, Belgium, Switzerland, France, Luxembourg, the Netherlands, Italy, Austria, Spain, Portugal, Greece, Estonia, Latvia, Lithuania, Poland, Slovakia, the Czech Republic, Hungary, Slovenia and Malta. Nationals of these countries do not as a rule require a visa to travel to Iceland.
